A street, a stone rail and a row of buildings that long ago decided the view belonged to them.
Coastal towns tend to face the sea with their best rooms and their worst maintenance, and you can usually read the money in a place by how the seaward facades are holding up. These are doing reasonably well.
Shooting from the road
The rail is doing the work here. Without it the buildings sit on nothing and the photograph becomes a slightly confusing floating row. With it there is a foreground, a here, and somewhere for the eye to start.
It also establishes that this was taken by someone standing on a public street rather than hanging off a boat, which I think matters. Photographs should be honest about where the photographer was.

Moss on the rocks and water clear enough to show the shelf they sit on. The two photographs are perhaps forty metres apart vertically and have almost nothing in common.
